INTRODUCTION
Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) is jointly set up by Ministry of Micro, Small & Medium Enterprises (MSME), Government of India and Small Industries Development Bank of India (SIDBI) to catalyse flow of institutional credit to Micro & Small Enterprises (MSEs). Credit Guarantee Scheme (CGS) was launched to strengthen credit delivery system and to facilitate flow of credit to the MSE sector, create access to finance for unserved, under-served and underprivileged, making availability of finance from conventional lenders to new generation entrepreneurs. CGTMSE has been instrumental in providing guarantee cover to collateral and/or third party guarantee free credit facilities extended by eligible Member Lending Institution [MLIs] to MSEs.
CGTMSE has established itself as a vital institution in facilitating flow of collateral free credit to enterprises in MSE sector in 25 years of its existence.
CGTMSE has created a new landmark by touching the milestone figure of approving guarantees worth `3 lakh crore during FY 2024 - 25. This financial achievement has been an outcome of various key initiative implemented during the last few financial year.
CGTMSE with its untiring efforts and unflinching commitment to enable the economy to touch the landmark figure USD 5 Tn, as set out by the Hon’ble Prime Minister, coupled with several key initiatives, has assumed a greater role of the enabler in the financial eco-system and have fostered an entrepreneurial mindset across the nation.
Taking note of this achievement of CGTMSE, honourable Prime Minister while expressing his happiness, has rightly said, “We are betting on the entrepreneurial zeal of our youth to propel our economy to even greater heights.” In India’s journey of next economic superpower, guaranteeing loans worth `1 lakh Crore in a single FY 23 may just be a new beginning for CGTMSE.

सूक्ष्म एवं लघु उद्यमों के लिए ऋण गारंटी निधि ट्रस्ट (सीजीटीएमएसई) की स्थापना सूक्ष्म, लघु एवं मध्यम उद्यम मंत्रालय (एमएसएमई), भारत सरकार और भारतीय लघु उद्योग विकास बैंक (सिडबी) द्वारा संयुक्त रूप से की गई है, ताकि सूक्ष्म एवं लघु उद्यमों (एमएसई) को संस्थागत ऋण के प्रवाह को बढ़ावा दिया जा सके। ऋण वितरण प्रणाली को मजबूत करने और एमएसई क्षेत्र को ऋण के प्रवाह को सुविधाजनक बनाने, वंचित, वंचित और वंचितों के लिए वित्त तक पहुँच बनाने और नई पीढ़ी के उद्यमियों को पारंपरिक ऋणदाताओं से वित्त उपलब्ध कराने के लिए ऋण गारंटी योजना (सीजीएस) शुरू की गई थी। सीजीटीएमएसई ने पात्र सदस्य ऋण संस्थानों [एमएलआई] द्वारा एमएसई को दी जाने वाली संपार्श्विक और/या तृतीय पक्ष गारंटी मुक्त ऋण सुविधाओं को गारंटी कवर प्रदान करने में महत्वपूर्ण भूमिका निभाई है।
सीजीटीएमएसई ने अपने 25 वर्षों के अस्तित्व में एमएसई क्षेत्र के उद्यमों को संपार्श्विक मुक्त ऋण के प्रवाह को सुविधाजनक बनाने में एक महत्वपूर्ण संस्थान के रूप में स्वयं को स्थापित किया है।
सीजीटीएमएसई ने वित्त वर्ष 2024-25 के दौरान 3 लाख करोड़ रुपये मूल्य की गारंटियों को मंजूरी देने का मील का पत्थर छूकर एक नया मील का पत्थर स्थापित किया है। यह वित्तीय उपलब्धि पिछले कुछ वित्तीय वर्षों के दौरान कार्यान्वित की गई विभिन्न प्रमुख पहलों का परिणाम है।
सीजीटीएमएसई ने अपने अथक प्रयासों और दृढ़ प्रतिबद्धता के साथ अर्थव्यवस्था को माननीय प्रधान मंत्री द्वारा निर्धारित 5 ट्रिलियन अमेरिकी डॉलर के ऐतिहासिक आंकड़े को छूने में सक्षम बनाया है, साथ ही कई प्रमुख पहलों के साथ, वित्तीय पारिस्थितिकी तंत्र में सक्षमकर्ता की एक बड़ी भूमिका निभाई है और पूरे देश में उद्यमशीलता की मानसिकता को बढ़ावा दिया है।
सीजीटीएमएसई की इस उपलब्धि पर गौर करते हुए माननीय प्रधानमंत्री ने अपनी खुशी जाहिर करते हुए सही कहा है, “हम अपनी अर्थव्यवस्था को और भी ऊंचाइयों पर ले जाने के लिए अपने युवाओं के उद्यमशीलता के उत्साह पर दांव लगा रहे हैं।” भारत की अगली आर्थिक महाशक्ति बनने की यात्रा में, एक ही वित्त वर्ष 23 में 1 लाख करोड़ रुपये के ऋण की गारंटी देना सीजीटीएमएसई के लिए एक नई शुरुआत हो सकती है।
